Andrew Rosenberg

Partner

Andy Rosenberg brings 20 years of experience as a lobbyist, Capitol Hill staffer and former congressional candidate to Thorn Run Partners, which he co-founded in 2010. Throughout his career, Mr. Rosenberg has counseled a wide range of corporations, trade associations and non-profits on strategic matters involving public policy.

Prior to entering the private sector, Mr. Rosenberg spent several years working on Capitol Hill. He served on the committee (Senate Health, Education, Labor and Pensions) and personal staffs of Senator Edward M. Kennedy (D-MA). In the years since, Mr. Rosenberg established himself as a highly respected and effective Democratic lobbyist, focusing the majority of his practice in the area of health care and disability policy. Mr. Rosenberg has also counseled clients on tax, labor and clean energy related issues, and has advised numerous individuals who have been called to testify before congressional hearings.

Mr. Rosenberg also has significant experience in the political arena. He was a co-founder and Senior Advisor to Draft Obama, the leading national pro-Obama grassroots organization prior to the Senator becoming a presidential candidate.

Mr. Rosenberg was also an election law consultant to the Democratic National Committee, a surrogate for the Kerry-Edwards campaign on health care and Middle East policy issues, and was a regional coordinator for the DNC's Voter Protection Initiative in the pivotal Philadelphia suburban region during the 2004 presidential campaign. In 2004, Mr. Rosenberg made a spirited but unsuccessful run for Congress in Virginia’s 8th Congressional District.

Mr. Rosenberg received his bachelors of arts in History and Russian Studies at Amherst College, and obtained his masters degree in Urban and Environmental Planning, as well as his law degree, at the University of Virginia. Mr. Rosenberg has an active presence in the greater DC community by serving on the Board of the Alexandria, Virginia Chapter of the American Red Cross, lecturing at American University, and volunteering with numerous local non-profits.

Mr. Rosenberg is a regular and featured blogger on the National Journal and Huffington Post websites. He lives in Alexandria with his wife, Jenny.


Chris Lamond

Partner

Chris Lamond brings significant experience in developing, implementing and managing government relations strategies to Thorn Run Partners. Mr. Lamond has built a career representing clients before federal, state and local governments and brings to Thorn Run more than fifteen years of experience working for and with governmental entities.

Mr. Lamond founded Thorn Run Partners in 2010 after seven years with Ogilvy Government Relations where he served as Senior Vice President. Mr. Lamond started his career in governmental relations at Cassidy & Associates, a public affairs firm in Washington, D.C. In the private sector, Mr. Lamond has gained considerable experience and recognition working on a wide variety of issues before the federal government on behalf of corporations, associations and not-for-profit entities and has a strong focus on issues impacting the financial services community.

Mr. Lamond's government experience includes working for U.S. Senator Fred Thompson (R-TN) and the U.S. Senate Committee on Governmental Affairs. Mr. Lamond joined Senator Thompson in 1994 and served on the Senator's personal staff in a number of legislative roles before moving to the Committee on Governmental Affairs when Senator Thompson became committee chairman in 1997.

In 2008, Mr. Lamond also served as an advisor to the Fred Thompson for President campaign and continues to work in a number of roles for federal and state candidates around the country.

Mr. Lamond received a B.A. in Political Science from Furman University in Greenville, South Carolina. Mr. Lamond lives in the Washington, DC area with his wife and two children.


Daniel Bates

Partner

Daniel Bates is an experienced government relations professional who has been lobbyist, client and a professional manager in a large city. Mr. Bates has built his practice helping public and private clients achieve their business objectives by partnering with government at all levels and brings to Thorn Run Partners extensive lobbying experience and an intuitive understanding of client needs and expectations.

Mr. Bates joined Thorn Run Partners in 2010 after serving the City of Portland, Oregon as its Director of Government Relations. Previous to his tenure at the City of Portland, Mr. Bates was an attorney and lobbyist with the legislative practice group at Patton Boggs LLP, DC's largest lobby shop.

Mr. Bates has represented large and small cities, counties, transit agencies, ports and state governments - helping his clients achieve both funding and policy goals. Mr. Bates has considerable expertise in pursing client objectives in Surface Transportation Authorization legislation, Water Resources Development Act legislation, annual Appropriations legislation and Energy legislation. Non-profit and educational institutions have relied on Mr. Bates to help them navigate the annual appropriations process to secure federal partnership on innovative programmatic and capital projects. Mr. Bates has worked with business clients seeking to introduce technology into markets by partnering with governments that act as purchaser, promoter and as a driver of the market through policy decisions.

Navigating projects that require government relations expertise at local, state and federal levels simultaneously is a significant part Mr. Bates's professional portfolio. With significant experience lobbying the Oregon State Legislature and Executive branch, Mr. Bates can assist public and private clients with interests in Oregon achieve their goals. Mr. Bates is uniquely situated to guide clients through multiple levels of governments, represent clients at the state and federal level, develop public private partnerships, while delivering top notch client service.

Mr. Bates received bachelors of arts degrees in Political Science and in History at Houghton College in Houghton, New York and earned his juris doctor from the University of Virginia School of Law. Mr. Bates lives in Portland, Oregon with his wife Allison and two children.


Gary Palmquist

Vice President

Gary Palmquist brings twenty years of legislative and political experience to Thorn Run Partners. He has extensive knowledge of many policy areas including small business issues, taxation, health care, foreign policy and international trade.

Mr. Palmquist joins Thorn Run Partners from the National Federation of Independent Business (NFIB), where he has worked since 2007 as a House lobbyist on small business issues. At the NFIB, Mr. Palmquist lobbied members of the House and Senate on issues such as payroll tax relief and health care reform.

Prior to his work for the NFIB, Mr. Palmquist served as legislative director to Congressman Dennis Cardoza (D-CA) a member of the Blue Dog Coalition, a group of fiscally conservative Democrats in Congress. In that role, he was involved in crafting Blue Dog Coalition alternatives to the federal budget, tax bills and other policy priorities.

Mr. Palmquist previously worked as legislative director to former Congressman Bob Clement (D-TN), handling his assignment to the House Budget Committee, along with tax, defense and foreign policy issues. He also served as legislative director to former Congressman Ken Bentsen (D-TX), a member of the New Democrat Coalition. Mr. Palmquist worked closely with Congressman Bentsen on international trade issues, including Most Favored Nation trade status and Fast Track trade authority.

A skilled liaison between the business community and Capitol Hill, Mr. Palmquist's pragmatic, bi-partisan approach has earned respect on both sides of the aisle.

Mr. Palmquist received his B.S. from the University of Houston and master's degree from American Military University. He lives in Los Angeles with his wife Katie.
