Health policy lobby shop Thorn Run Partners has tapped key GOP health lobbyist Catherine Finley as its newest partner, the group announced in a Nov. 1 press release. Finley, a former staff director for GOP Sen. Gordon Smith (OR), who served as chair of the Senate aging committee, was most recently at Capitol Counsel, LLC, and her practice focuses on Medicare, Medicaid, CHIP, mental health and managed care.
 
 
In addition to her work on the aging committee, Finley also directed Smith's efforts on the Senate health and Finance committees. Prior to joining Smith, Finley was senior health policy advisor for Sen. Olympia Snowe (R-ME) and worked with former Sen. Mike DeWine (R-OH). She also has experience on the state level, having severed for four years as the heath policy director for the Southern Governors Association and in the policy office of then Gov. George W. Bush of Texas, the release says.

Catherine Finley, a Republican lobbyist who worked on the Hill for more than 15 years and specializes in health care, has joined Thorn Run Partners as the firm's seventh partner.
 
Finley was most recently at Capitol Counsel. Prior to that, she served as staff director to the chairman of the Senate Special Committee on Aging, former Sen. Gordon Smith (R-Ore.). She also worked as the senior health policy advisor to Sen. Olympia Snowe (R-Maine) and for former Sen. Mike DeWine (R-Ohio).

Former drug lobbyist Jessie Howe Brairton has joined the boutique lobbying shop Thorn Run Partners as a senior vice president, the firm will announce later today. The addition of Brairton, a former staffer to House Judiciary Committee Chairman Lamar Smith, strengthens the firm's ties to House Republicans. A former director of federal government affairs for the drug giant Eli Lilly, Brairton worked on health care reform and Medicare and Medicaid issues. She has also worked at NFIB.
 
As a senior legislative assistant to Smith, Brairton advised the congressman on bankruptcy, telecommunications, intellectual property and terrorism issues before the Judiciary Committee. She also worked for GOP Sen. Chuck Grassley.
 
"Bringing Jessie on board adds another experienced Republican to our firm at a time when clients are looking for help with bipartisan relationships and strategies," Andy Rosenberg, a partner and firm founder, told Influence Alley

The quickly-growing government relations firm of Thorn Run Partners is adding a senior Republican lobbyist to its Washington, D.C., team, tapping Jessie Howe Brairton to be a senior vice president.
 
Brairton, who starts later this month, leaves a post as director of federal government affairs at Eli Lilly & Co., where she focused on health care reform, Medicare and Medicaid issues. She previously was a senior legislative assistant to House Judiciary Chairman Lamar Smith (R-Texas). Brairton’s 15-year career also included stints on the staff of the Senate Special Committee on Aging, and at the National Federation of Independent Business.

Thorn Run's Lamond Featured in Bloomberg Article on Super Committee

In an August 10 article in Bloomberg Government on the lobbying challenges of the deficit-cutting super committee, Thorn Run's Chris Lamond offered his take on the committee's effect for health care clients.

The health care industry is bracing for cuts, particularly for Medicare providers. "We're obviously on alert to respond as quickly as possible," Lamond said.
 
It remains unclear, Lamond said, whether the health care industry would rather take the hit from the spending cuts proposed by the super-committee, or hope those recommendations are voted down by Congress, an action that would trigger automatic, across-the-board cuts that treat health care programs similarly to defense.
 
Chris Lamond, a lobbyist with Thorn Run Partners, said his first task after the super committee is selected is to research the legislative history of its members, including what programs they have championed and opposed. The clients of Lamond's firm, which specializes in health care issues, include the Medical Device Manufacturing Association and the Long Term Care Pharmacy Alliance.

Two of the biggest spenders on lobbying, the health care and defense industries, might end up working against each other in a furious four-month campaign focused on the deficit reduction committee-to-be.
 
Andrew Rosenberg, a Democratic lobbyist who represents pharmaceutical companies and medical device firms, said drug companies may prefer the broad cuts of the trigger, which would be capped at 2 percent and would hit all players equally, to the committee's recommendations.
 
"They need to figure out how that across-the-board cut would actually be administered ... and how that stacks up against the risks that may result from the committee process," he said. "In either case, providers feel like it's hunting season and they are the only animal that is in-season."

AARP Is Next on GOP Target List

Thorn Run's Chris Lamond was quoted in a Roll Call article this week about House Republicans holding AARP's feet to the fire for supporting the agenda of Democrats in the House. In a report, House Republicans questioned the tax-exempt status of the group and are asking the IRS to look into the matter.

Republicans have launched an assault on AARP, which joins a growing list of groups supportive of the Democrats' agenda that are being targeted by conservatives. House Republicans on the Ways and Means Committee on Wednesday released a report that accuses the influential senior citizens organization of having a conflict of interest because it will financially benefit from the health care overhaul that the group heavily lobbied for last year.
 
"There is certainly a sense of getting back at some of those groups that supported" health care reform, said Chris Lamond, a Republican lobbyist with Thorn Run Partners. "It is a little bit like, 'We are in charge of the House side, we are going to hold their feet to the fire.'"
